A country's calling code is used to dial into a country. If you want to call from outside a country to someone who is inside that country you have to dial the country code before the rest of the number, but after the call prefix number.

How to make a Collect Call
If you are unable to pay for the telephone call yourself, you can have the reciever pay for it by using something called 'Collect Call'. After a collect call the telephone operator will charge the call to the reciever. When you make a collect call the operator will first ask the reciever if they accept the call. Once the call is accepted you will be put through to the one you are trying to reach.
